June 2026 — court precedent
A French court ordered Carrefour to make both its website and app accessible, under a daily penalty. A partial "accessibility score" was explicitly rejected.
EAA · WCAG 2.2 AA · EN 301 549
Courts are ordering remediation with daily penalties (Carrefour ruling, June 2026) and Italy's AgID runs a formal complaint procedure. I audit your site and hand you a precise fix plan — in 10 days, entirely in writing, no meetings. For teams selling into the EU from anywhere.

01 — The situation
A French court ordered Carrefour to make both its website and app accessible, under a daily penalty. A partial "accessibility score" was explicitly rejected.
Up to €100,000 per violation in Germany, more elsewhere; Italy's AgID fines up to €25,000 — and up to 5% of turnover under the Stanca Law for large private companies.
Barrierefreiheitsstärkungsgesetz (Germany); Stanca Law and AgID procedure no. 84/2026 (Italy); Caen court order, 4 June 2026 (France).
A year after entry into force, most audited sites were still non-compliant. Complaints now follow documented procedures: AgID in Italy, courts and ARCOM in France.
Micro-enterprises (under 10 employees and under €2M turnover) are exempt for services — we check your status during the diagnostic. Non-EU sellers are in scope when they sell to EU consumers.
Independent re-test of 88 European sites, 2026 (WebYes): 46 sites had fixed at least one issue, 42 none.
The EAA becomes applicable across the EU.
Legal notices, then lawsuits against four major retailers.
Carrefour ordered: site and app under daily penalty.
Compliance deadline for AI uses (AI Act, art. 50).

Complaints, administrative or court proceedings, daily penalties, fines and lost customers. The Carrefour precedent (June 2026) shows inaction now costs more than remediation.
